The 27 VWP countries include most of Western Europe.

Update: The US is expanding the VWP to cover seven new countries: the Czech Republic, Estonia, Latvia, Lithuania, Hungary, the Republic of Korea and the Slovak Republic. However, citizens from these countries will be subject to ESTA from November 2008.
